Hongkong, 3rd June, 1904.

In accordance with your telegram of the 15th December last, I have the honour to transmit for your consideration the draft Bill entitled "An Ordinance for authorizing the Construction of a Tramway within the Colony of Hongkong", the terms of which have been settled after protracted discussion between this Government and the Agents of the Promoter of the Tramway.

2. All the important points insisted on have virtually been conceded by the Promoter and I therefore recommend that the Bill may be proceeded with as early as possible, subject to such amendments as you may deem desirable, as it is of great importance to the parties concerned that the work should be in readiness to be undertaken by the next dry season.

3. The motive power for this Tramway will be electricity but as the line passes over waste land it will not interfere with public or private property in the nature of telegraphs and telephones. Section 26 gives ample power to...
